When one address backs several facts with different dates and levels, the most cautious of them are shown: the earliest date and the lowest level.
Some facts rest not on a document but on an observation: a conversation with someone who went through the trámite, a message in a chat, a measurement taken from an aerial image. An observation like that cannot be opened by a link, so it has no row in the list — instead, the summary stands at the head of its own section: the level, the earliest verification date and how many facts on the site rest on it.

Legal framework

Intendencias of other departments
Official papers of intendencias other than Maldonado: Montevideo and Canelones. A departmental rule does not automatically apply outside its own department, so every fact resting on such a document names the department it was verified for. For 28 records the directory prints the address IN CAPITAL LETTERS — the case has been brought back to normal here, and the Spanish accents put in at the same time: «SAN QUINTIN 4343» → «San Quintín 4343». The accents follow the spelling rules and NOT a document of the agency: the official street register of Montevideo carries none at all (12 accented names out of 5625 streets), and the national address register prints everything in capitals. That the street and the house number are still the same has been checked against the national address register; the spelling is the only thing here that does not come from the document.

Interviews with people who went through the trámite
Conversations with people who did the whole thing themselves: what happened, in what order and what it cost. A conversation has no public link, so the facts point to this section, and who told it and when is written in the label of the source icon next to the fact. Some facts are backed by papers handed over in person (the intendencia’s tirilla — the printed slip you get at the counter, the constancia confirming you attended the defensive driving talk): there the label names the paper, not the conversation. All of them are community level: one person, one department, one run through the procedure — the detail may be right, may be out of date, or may hold only for his case. Aerial photography and open maps
Measurements taken from the state orthophotography of Uruguay (IDE, urban coverage, flown 2017–2018, 12 centimeters per pixel) and marks on open maps (OpenStreetMap). The image is georeferenced, so sizes are computed and not guessed by eye — to within half a meter. But the image shows only what is painted and how big it is: it does not say who painted it, what for, or whether anything changed after the flight. That is why the measurements are unverified level — an observation, not an agency publication. The map mark was made by volunteer mappers, not by the intendencia: community level.

Video of the test track
Clips by driving schools and by people who took the exam: aerial and in-car footage on the test track in Parque Batlle itself. All of them are community level: this is someone else’s footage of one day, not an agency publication — the layout of the cones, the order of the maneuvers on camera and what the instructor says could all have changed since. The footage is checkable: every fact names the clip and the timecode, and the segments with the maneuvers are on the test track page.
