Will a provisional cédula (residence «en trámite») do?
Not confirmed either way. The official list names only the passport and the Uruguayan cédula, the local ID card, and does not say whether the provisional one counts as such. A passport from that list is enough without it — and whether the provisional one is accepted instead of a passport is nowhere stated officially. Ask at 4222 3333 before you pay for the medical certificate.

No, that is not how to read it. The list of requirements for a first license really does mention neither residence nor a proof of address — only a passport or a Uruguayan cédula, the local ID card. But the silence of the list confirms which papers you need, not your immigration status: a direct answer comes from neither the PUNC rules (the national license regulation), nor Decreto 118/984, nor Ley 18.191.

What is the passing score for the theory test, and is there a time limit?
Neither the PUNC, nor the Digesto, nor gub.uy, nor UNASEV names a passing score or a time limit. The woman who took it in Maldonado said nothing about a timer at all, and about the score only this is known: 27 correct — passed, about 21 — not.
The number of questions (30) and the medium (a computer) matched lived experience in Maldonado, but no intendencia publishes the passing score or the time limit: «at most 5 mistakes» and 30 minutes are the estimate of Montevideo driving schools.

In Montevideo, is the procedure deadline counted from the medical certificate or from handing in the documents?
The difference is practical: counted from the medical certificate, part of the deadline burns off before you even hand in the documents.
The national PUNC counts 180 days from the start of the procedure, while the outdated municipal R.424.26 counts six months from the medical habilitación. What is applied at the counter is not confirmed; the Del Molino school describes the count as running from the medical exam.

What is the passing score for the theory in Montevideo, and is there a time limit?
How many mistakes are allowed and how much time you get, the intendencia does not publish — both figures rest on the driving schools.
The passing score and the time limit are published by no source in Uruguay: «at most five mistakes» is the estimate of Montevideo driving schools, and people who took the test say sometimes four, sometimes five. The rules do confirm that some questions are eliminatory, but not which ones, so «N mistakes allowed» does not hold for all questions alike.

Retake the test after a fail
Does the intendencia charge for a retake?
The rules set the intervals and do not limit the number of attempts inside the 180 days, but name no charge per attempt. The intendencia publishes one rate — the fee at the document step.
The PUNC rules say nothing about paying for a retake, and the intendencia publishes no rate. The only lived case is a theory retake in Maldonado, for which nothing was charged.

That rule does exist in the Digesto of Montevideo — article R.424.26 of 1993: it says the application is annulled on the fourth fail, and counts the procedure deadline as six months from the medical clearance. But it is a leftover never brought into line with the national rules: the PUNC does not limit the number of attempts inside the 180 days at all, counts the deadline from the start of the procedure, and has different intervals. What they apply at the counter is not confirmed — plan for the worst and do not drag it out. Separately from attempts: not showing up for a scheduled exam costs 686 pesos.
Article R.424.26 of the Digesto of Montevideo contradicts the national PUNC in three places at once: the ladder of intervals, the four-attempt limit and the point from which the six-month deadline is counted. Which rule applies at the counter is not confirmed — the text of the article itself is checked word for word against the dump, but which of the two rules the clerk follows does not follow from the text.

Does taking the exam in an automatic limit the future license outside Montevideo and Canelones?
Taking the exam in an automatic puts an «automatics only» mark on the license: in Montevideo that comes from the rule of the Digesto, in Canelones from the intendencia’s guide. For Maldonado there is no rule either way — ask before the exam.
The limitation is confirmed by the Montevideo rule and by the Canelones guide, each one for its own department. There is no national rule on the point, and for the other departments, Maldonado included, there is neither confirmation nor denial.
