Book a slot at any center on the official list and take the fitness-to-drive exam. Its result is the constancia de aptitud psicofísica, the certificate of physical and mental fitness: that is exactly what they expect when you hand in the documents.
What to bring

All 17 centers of the official Maldonado list. On the map, 12 centers: the addresses of the rest are published nowhere. The caveat «only Servicios Médicos Municipales/BIOESTE» is about the professional categories B and H — for category A any of them will do. 5 out of 17 talk about money; for the rest you find out the price by phone. The known prices differ by about half again, and at the Hemocentro a donor’s certificate «exonera costo» outright — the round of calls pays off.

The official trámite page names this outright as an exception to the general rule: «Validez 60 días corridos desde la fecha de expedición. En caso de Hemocentro exonera costo dentro de los 30 días corridos desde la fecha de expedición». So the validity is half as long, and in exchange something is not paid for — whether the certificate itself or the IDM fee does not follow from the text. The mechanism is the «Convenio de Licencia de Conducir» for blood donors: the booking form on the Hemocentro site has a separate type, «LICENCIA de CONDUCIR». Booking is required. How it goes on the spot
- What happens at the visit, from 2026 experience: they take your blood pressure, check your eyesight and ask a few questions. The certificate is printed and handed over at that same visit — no need to come back for it.
- A vision restriction goes into the certificate itself: someone who came in contact lenses had the lenses noted on the document. So glasses or contacts are not a «bring them just in case» item but a condition that travels on into the license.
- The BIOESTE price — 990 UYU — matched a real payment in 2026. They booked over WhatsApp, but by his account they also take you without a booking: he arrived an hour before closing and there was no line.
- The doctor’s Spanish may be hard on the ear — she was seen by a doctor with a Cuban accent. The translator on your phone comes in as handy here as at the intendencia counter.
Important
- The words «carné de salud», the workplace health card, never appear on the page of the trámite, the official procedure: for a license they ask for something else.
- Bring cash: the cheapest confirmed price — 870 UYU at Clínica San Fernando — is for cash payment only.
- The certificate is valid 60 calendar days, says the Maldonado trámite card. That is not a universal figure: at some centers it is half as long.
- BIOESTE requires a «Cédula de Identidad vigente», although the general requirement allows a foreign passport. Ask in advance.
- The Hemocentro certificate is valid 30 days instead of 60, but it «exonera costo». What exactly is not paid — the certificate or the fee — the source does not say.
- BIOESTE promises the certificate at the end of the visit: «el certificado se entrega en el momento». For category A no fasting and no blood test are needed.
