Medical exam
Step 2: Take the medical exam and get the constancia de aptitud psicofísica
You already have it. Make a photocopy: they ask for it along with the original
A valid foreign passport will do. The Uruguayan cédula, the local ID card, is not needed for the license — and without legal residence you could not get one anyway. A Mercosur passport not in Spanish is accepted with a translation.

- Valid on the day you hand it in. No minimum time left on it is required.

Step 3: Attend the mandatory defensive driving talk (charla de manejo defensivo)

The only document you have to go and get. Book a slot and take the exam
This is not the carné de salud, the workplace health card: a different exam and a different price. On the page of the trámite, the official procedure, the words «carné de salud» do not appear once.
- Where
- Any of the 17 centers on the official list — for category A all of them will do. The caveat «only Servicios Médicos Municipales or BIOESTE» is about professional categories B and H.
- Price
- 870 UYU at Clínica San Fernando (cash) or 990 UYU at BIOESTE; the Servicios Médicos Municipales rate is not published. This money is not deducted from the fee.
- Validity
- 60 calendar days. Book your visit date first and only then go for the exam — otherwise the certificate expires before you hand it in.

Practical test
Step 8: Pass the practical test
The car’s document, not yours. Ask the owner whether the policy is paid up
Needed once — at the practical test, and only for the car you will actually drive. If the car belongs to a driving school or is a rental, the owner takes out the policy.
- Price
- There is no single rate; the price depends on the car and the insurer. The cheapest broker offer is 4,900 UYU a year (Sura, private car).
- Validity
- One year from the date it is taken out. On test day the policy has to be current (al día).
