Do I need a Uruguayan cédula to get a license?

No. The official list asks for one identity document of your choice: a valid foreign passport, a Uruguayan cédula or a Pasaporte Mercosur — plus a photocopy of it. A foreign passport is enough. The cédula is mandatory only on the other route: when instead of taking the exams you want to exchange a foreign license you already hold.

Will a provisional cédula (residence «en trámite») do?

Not confirmed either way. The official list names only the passport and the Uruguayan cédula, the local ID card, and does not say whether the provisional one counts as such. A passport from that list is enough without it — and whether the provisional one is accepted instead of a passport is nowhere stated officially. Ask at 4222 3333 before you pay for the medical certificate.

Is there any first-hand experience with a provisional cédula and the license?

There is, and it differs from department to department. One member of a Telegram chat got his license in Maldonado on a provisional cédula en trámite — the ID card issued while your paperwork is being processed — and his father used one just like it to exchange his foreign license, with the caveat «I accept it may not be like that everywhere». Another member of the same conversation reported that in Montevideo he was told the opposite at least twice: you need a cédula legal. This is the experience of chat members, not a rule, and it does not settle the contradiction between departments.

I have a license from my own country — can I just exchange it?

Formally yes, but for someone who has just arrived that route is usually closed. Exchanging a foreign license requires a Uruguayan cédula, the local ID card, or a Uruguayan passport: your own country’s passport, unlike with a first license, is not accepted here. You also need an apostilled record from your country’s driver register, or one legalized by the consulate, and if they schedule a test, a photocopy of the papers of the Uruguayan car you will drive. Without a Uruguayan cédula there is one real route — getting the license from scratch.

Do I need a criminal record certificate?

For category A, no — and that saves you time and money. The official requirement limits that certificate to the professional categories B and H and gives it 90 days of validity. The private categories A, G1 and G2 are not mentioned in that clause, even though general guides call it mandatory without naming the category.

Can an unpaid fine stop the license trámite?

Yes — it is a requirement of its own, not a formality: you must have no fines and no unpaid penalties of any kind, not just driving ones. If you are taking the test in your own car, check the car too: under rule D.219 it must have neither unpaid fines nor patente debt.

Is the medical certificate for the license the carné de salud?

No, they are two different documents. The requirements name the constancia de aptitud psicofísica, the certificate of psychophysical fitness, and the words «carné de salud», the workplace health card, do not appear once on the page of the trámite, the official procedure: a different price, a different set of checks, a different validity. Do I have to study at a driving school?

No. Not one official source requires a school: it is not in the national rules, not in the departmental Digesto, not in the list of requirements on gub.uy. There is exactly one piece of mandatory training on the route — the charla de manejo defensivo, the defensive driving talk — and it is not a driving school. People take a school for something else: the test track needs a car and an accompanying driver with a valid license, and a school covers both at once.

How much does the whole thing cost?

There are two mandatory payments: the medical certificate at the clinic and the intendencia fee, paid when you hand in the documents. Everything else depends on how you go about it: driving school, car insurance for the test. The sums, the breakdown by scenario and the calculator are on the prices page; the intendencia rates verified are those of the department of Maldonado.

How much time do I have for the whole route?

180 calendar days. The count starts from the day you formally open the trámite, the paperwork — not from the medical certificate and not from the exam. Miss it and the file is closed: pay and take the exams again, and the money for the expired trámite is not refunded. Inside those 180 days you have to fit the medical certificate (which itself lives 60 days), the mandatory talk, both exams and every retake.

How long does the mandatory defensive driving talk take?

An hour and a half. That is printed on the attendance certificate they hand you afterwards, and it matches the account of someone who sat through the talk in Maldonado in 2026. Officially, the agency does not publish a duration for adults. Same with the price: neither the paper nor the account says anything about money, so it is not confirmed that the talk is free.

How long is the wait for the finished document (PUNC) after the exams?

By two independent accounts, it is handed over on the day of the practical test. The person who got his license in Maldonado in 2026 went straight from the test to the same office: they took his photo on the spot, printed the card in about ten minutes and handed it over against a signature. A Telegram chat member had said the same earlier, with one caveat — you have to be there before 13:00. The intendencia publishes no official deadline for a first license: the same day is promised only for a duplicate.

Is it true that the practical test costs 3,000 UYU on top?

Not confirmed, and it is not known whose money that is. The fee paid when you hand in the documents covers both tests — theory and practice: the intendencia publishes no separate rate for the practical test. But in the final bill of a person who went through this in 2026 there stands 3,000 UYU as the practical test, and earlier in the same conversation as a payment to the driving school for booking it. Budget for the sum, but do not treat it as an intendencia rate.

What exactly do they hand over at the end, and for how long is it valid?

A plastic card of the single national design: photo, cédula number — the ID card number — date of birth, the fields ADAPTACIONES, RESTRICCIONES and OBSERVACIONES, a barcode and the coat of arms; on the back, the table of categories with the dates «VÁLIDO DESDE» and «VÁLIDO HASTA». At the top «REPÚBLICA ORIENTAL DEL URUGUAY», at the bottom «PERMISO ÚNICO NACIONAL DE CONDUCCIÓN», bottom left the intendencia that issued it. A first license is always provisoria and is given for two years at most — a national rule, the same in every department. Do not mix up the two periods: two years is how long the license lasts, 180 days is how long the procedure to get it lives.

Where is it easier to get a license: Maldonado or Montevideo?

Judging by the requirements, in Maldonado — and the difference is not the strictness of the examiner but how much is mandatory. Montevideo requires 15 hours of practice before the test and a log form with twenty rows and signatures; Maldonado, a defensive driving talk. Nobody publishes an official comparison of departments, which is why the confidence level of this answer is community: it rests on the account of a person who got a license in July 2026.

The Spanish language

Does the passport have to be translated into Spanish?

The official list requires a translation only for the Pasaporte Mercosur — the note about Spanish sits in exactly that line. About translating an ordinary foreign passport the page says nothing: neither that it is needed, nor who decides that it was. For comparison, a translation of a foreign license is required outright by the PUNC rules — the national license regulation — and by a sworn translator. If your passport is not in Spanish, plan the translation ahead, not for the day of the visit.

Is being able to read and write Spanish an official requirement?

There is no single answer. The Digesto still carries article R.2, which requires being able to read and write Spanish. But that same article also requires a constancia policial de domicilio and a certificado policial de buena conducta, which are not in the current list of requirements, while article D.225 expressly allows category A to someone who cannot read or write. R.2 goes back to 1982; whether it is applied today, no verified source says. Check with the Dirección de Licencias de Conducir at 4222 3333.

How do people get through the language barrier at the theory test?

The official language of the exam is one, Spanish, and the rules promise a foreigner no interpreter. But on the ground they are softer than the rules. A Telegram chat member in Maldonado was told right away: if something is not clear, ask. A woman who took it there in 2026 with A2 Spanish asked a staff member about a question she did not understand and got an answer. That does not make it a guarantee: another member of the same conversation was refused in Montevideo on exam day, with no explanation. Ask on the spot, ahead of time.

Booking, lines and deadlines

Do I have to book the appointment online?

Booking online is not the only way. The official page offers to reserve the day and hour of your visit in advance, and it works. But a Maldonado resident who got his license in 2026 never used the online booking at all: he walked into the office, asked what to do next, was handed a slip with the schedule of the talk, and the dates of the visit and the exams were assigned to him at the counter. That is one case, not a procedure announced by the agency.

How busy is the licensing office?

The intendencia does not publish waiting times, but it does publish volumes. Between March 25 and April 7, 2026 the office issued 239 first licenses and ran 129 practical tests in a car; in the week of June 10–16, 2026 — 175 licenses and 127 tests. Free slots in the booking calendar do turn up even for the next few days, but you can only see that inside the calendar itself.

If you fail the exam

I did not show up for the practical test — does that count as a fail?

Yes, by default. Rule D.219 counts a no-show as a fail, with all the consequences for the retake interval. Only a justified reason lifts it, and the reason has to be argued; how exactly, and which reasons are accepted, the rule does not describe.

And what if I miss the theory test or get caught cheating?

Missing the theory test is gentler than missing the practical one: the result is recorded as «absent», and with a justified reason it is annulled and a new date assigned. Cheating is described separately and does not get gentler: unauthorized materials, talking to another candidate or trying to substitute the content of the paper give the result «failed for cheating» and a new date. So it is a fail, not a warning.
